Center for Research on Digitalization and Sustainability (CREDS), a part of University of Inland Norway (INN), invites candidates to apply for a three-year PhD research fellowship: Challenges of Scaling Practice-Based Initiatives across Governance Levels in the Public Sector. The position is connected to the field of innovation studies focusing on public sector services, with particular attention to how practice-based initiatives with demonstrated effects often fail to scale, stabilize, or become institutionally embedded across governance levels. Within this broad area, relevant topics may include perspectives on organizational and institutional theory, complex adaptive systems, and co-creation of value in service ecosystems.
The position is connected to the Department of Organization, Leadership and Management. Depending on the department’s needs, and the candidate’s competence and preferences, the position may be transformed into a four-year position with 25% teaching duties. The PhD research fellow will join an international team of researchers at CREDS, Inland School of Business and Social Sciences. The project addresses a persistent and underexplored challenge in public sector innovation: why practice-based innovations that demonstrate strong local effects often fail to scale, stabilize, or become institutionally embedded across governance levels.
The project focuses empirically on practice-based qualification pathways (e.g., within health care) targeting individuals at risk of social exclusion. The project will follow innovation initiatives in public sector that test practice-based pilot initiatives to address complex societal challenges. While such initiatives often demonstrate clear positive outcomes, they frequently encounter significant barriers when attempts are made to articulate, legitimize, and scale them within broader institutional and governance structures. As such, the project will investigate how structural tensions arise from differing rationalities, how complexity arise across levels of governance, the role of meaning-making processes, and experience of paradox situations.
Candidates are encouraged to define their own research design within this theme. This includes developing the specific research questions, theoretical perspective, empirical focus, and methodological approach in dialogue with the supervisory team and the academic
environment at CREDS. A broad range of methodological approaches is relevant for the theme, including qualitative case studies, action research, system dynamics modelling, and more. Please note that the project may later be modified in accordance with the supervisors’

About the position We invite applications for a PhD Research Fellow position in Continuous Experience Recognition for Distributed Co-Creative Immersive Systems, available at the Department of Informatics as a member of the MishMash Centre for AI and Creativity. Starting date no later than February 2, 2027. The fellowship period is three years. Depending on the candidate and the teaching needs of the department, the fellowship period can be extended either for compulsory work consisting of e.g. teaching and supervision duties and research assistance up top 12 months. Job description The position is part of MishMash Centre for AI and Creativity, which is a Norwegian AI centre funded by the Research Council of Norway (2025-2030). It comprises more than 200 faculty members from many higher education institutions in Norway, in collaboration with numerous public and private sector partners. The primary objective of MishMash is to create, explore, and reflect on AI for, through, and in creative practices. MishMash researchers will develop innovative CoCreative AI systems, investigate AI’s impact on creative processes, educational strategies, and address AI’s ethical, cultural, legal, and societal implications in creative domains. The PhD fellowship position is located at the University of Oslo’s Department of Informatics (IFI) and is hosted by the Network and Distributed Systems Research Group (ND) with co-supervision from IFI’s Machine Learning section and the University of Inland Norway’s research group for User Perception and Engagement in XR Experiences. ND conducts research in networks and distributed systems of all scales, multimedia and AR/VR/XR systems, robotics and machine learning, advancing general and fundamental scientific knowledge driven by specific applications. The successful candidate will join ND’s the Sustainable Immersive Networking Lab (SINLAB), a multidisciplinary team working on systems that enable users to become immersed in remote physical environments, observe them, move in them, and physically act in them, and experience the effects of their actions through multimodal feedback (audio, video, haptics). SINLAB conducts holistic research on distributed, real-time interactive and immersive systems, in particular on enabling a first-person presence in remote, augmented and virtual spaces. We work on overcoming the challenges of limited temporal and spatial accuracy of such remote interactions. We pay particular attention to the exploration of potential and limitations arising from the use of AI-based methods in predictive feedback. The successful candidate will: • explore how a combination of multimodal observation (audio, video, LIDAR, thermal vision) and physiological measurements (motion tracking, eye tracking, EMG, BCI, EDA, HRV) can be used to continuously assess the human experience of interaction quality, and • how this assessment can be fed back into the AI-based predictor to tune its behaviour in real-time for a highly personalized and context-dependent experience. This research will be conducted in collaboration with partners of the MishMash center. Specific applications in which the candidate will explore are (1) multimodal first-person presence in a remote environment through a robot, and (2) the co-creative collaboration between an embodied AI and one or more human musicians. About the project The project, ESG Frameworks and Climate Transition, focuses on evaluating regulatory applications, transition instruments, and reporting impacts. As ESG frameworks evolve, they provide greater transparency into corporate sustainability. ESG reporting standards, like the Global Reporting Initiative (GRI), Sustainability Accounting Standards Board (SASB), and others provide specific guidelines for reporting ESG issues. Task Force on Climate-related Financial Disclosures (TCFD focuses on climate-related financial disclosures, where requiring companies to publish climate change-related (CCR) risks and opportunities. However, the connection between ESG reporting and the implementation of effective climate transition strategies remains fragmented. The main supervisor conducts research on neurodiversity in the workplace. The second supervisor conducts research on diversity and inclusion and has expertise in research methods. The third supervisor conducts research on organizational psychology and innovation. Project Background Neurodivergent diagnoses — including autism, ADHD, and dyslexia — are increasing among both children and adults. At the same time, neurodivergent individuals face high unemployment rates, limited career opportunities, and persistent workplace discrimination. While neurodivergence has received growing attention in discussions of innovation and organizational competitiveness, workplace practices often remain grounded in neuronormative assumptions that privilege neurotypical ways of thinking and working. Research indicates that such assumptions are embedded in organizational and HR systems through misrecognition, superficial inclusion efforts, and unreflective routines, which may obscure or undervalue neurodivergent contributions. Drawing on diversity and inclusion research and innovation theory — particularly process-based and socioorganizational approaches — the project examines how neurodivergent cognitive profiles interact with organizational structures and practices to shape innovation processes across different stages, and under what conditions such contributions are enabled or constrained. Project Overview The project investigates how neurodivergent cognitive profiles influence innovation in organizational and entrepreneurial contexts. Neurodivergence is understood as a form of cognitive variation, where implications for innovation depend on organizational context, practices, and evaluative criteria. The project will examine how characteristics associated with neurodivergent cognition — such as sustained attention, associative thinking, pattern recognition, and tolerance for ambiguity — relate to different stages of the innovation process, including idea generation, development, and implementation. The project combines an individual-level focus on cognitive characteristics with an organizational-level analysis of how structures, cultures, and practices shape whether and how these characteristics become relevant for innovation, with particular relevance for knowledge-intensive and professional service contexts. Societal Relevance The project addresses challenges related to labor market inclusion and social sustainability. Despite an estimated unemployment rate of around 40% among autistic adults, limited knowledge exists about how organizational conditions shape opportunities for participation and contribution. By applying a neurodiversity perspective, the project focuses on the interaction between individual characteristics and organizational environments. This includes how organizational design, work practices, and evaluative systems may create or reduce barriers to participation, and how inclusion may involve changes at both the individual and organizational level. Innovation studies are meriting. • The master’s degree must normally constitute 120 ECTS credits, including a master’s thesis of at least 30 ECTS credits. • The grade of the master’s thesis must be B or better. o Candidates must have submitted their master’s thesis and received a grade of B or better by the application deadline. o Temporary transcripts of records and the master thesis must be included as part of the application. o The final diploma for the master’s degree must be available by the time of employment. • The master’s degree must be composed of 120 ECTS (or equivalent research experience), including a master’s thesis of at least 30 ECTS, cf. The average grade should normally be B or better from the master’s program or equivalent education. If you have an education from abroad, please attach documentation of recognition of foreign higher education from the Norwegian Directorate for Higher Education and Skills. If the requested documentation is not possible to obtain within the application deadline, an equivalent assessment can be made by INN University in connection with the recruitment process. Furthermore, emphasis will be placed on the applicant’s: • Academic and personal qualifications to complete doctoral education within the employment period. • Ability to work independently and purposefully, as well as to collaborate on research, publishing, and teaching tasks. • Being structured and having a high work capacity. • Demonstrating solid theoretical insight and interest. Language: • Good proficiency in English, both oral and written. Applicants from non-English-speaking countries must document their English proficiency in accordance with the Supplementary Regulations for Admission to the PhD Programme at INN University. • Good oral and written proficiency in Norwegian or another Scandinavian language with a minimum of B2 competence is required because fieldwork will take place in Norwegian or other Scandinavian based organizations. • There may be teaching opportunities in English as well as Norwegian. In the evaluation and ranking of qualified applicants, emphasis will be placed on: • The quality of the project proposal. • Documented independent research and development work or experience relevant to the project. It is mandatory to attach a project proposal of 2000 words (see the section on “How to Apply” below). Evaluation of candidates for the position will be based on a total assessment of educational background, experience and personal suitability, as well as motivation and other eligibility requirements, as defined in the advertisement. The application and all attachments are to be submitted electronically and should include the following: • The applicant must submit a project proposal with a progress plan (in Norwegian or English, 2000 words) that explains how the research work will be carried out and addresses academic relevance, challenges and possibilities within the project. The proposal must be developed in line with the project description outlined above. The project proposal should also outline the theories and methods intended to be used.
