HSE Specialist – Operations (m/w/d)

THE ROLE WiseEnergy is looking for a Technical Analyst & Site Manager to oversee the technical performance, operational reliability, and field activities of a portfolio of utility-scale solar PV assets. This is a hybrid role combining technical asset analysis with hands-on site management. The successful candidate will be responsible for monitoring plant performance, managing technical incidents, coordinating O&M contractors, conducting site inspections, and ensuring compliance with contractual, regulatory, and safety requirements. Acting as the key technical representative for assigned assets, you will work closely with internal teams, clients, contractors, and stakeholders to maximize asset availability, optimize performance, and drive continuous improvement across the portfolio. This role offers a unique opportunity to contribute directly to the growth and operational excellence of renewable energy projects. KEY RESPONSIBILITIES * Monitor, analyze, and report on the daily technical and operational performance of utility-scale solar PV plants. * Identify performance trends, diagnose technical issues, and implement corrective actions to maximize energy production, plant availability, and performance ratios. * Manage technical incidents from identification through resolution, ensuring minimal operational impact. * Act as the primary technical interface between WiseEnergy, O&M contractors, EPC contractors, clients, and other stakeholders. * Conduct regular site visits and inspections to assess asset condition, maintenance quality, operational effectiveness, HSE compliance, and technical risks. * Oversee contractor performance and ensure compliance with contractual obligations, KPIs, and industry best practices. * Prepare and deliver technical performance reports, operational analyses, and annual O&M budgets. * Produce site inspection and risk-based reports, prioritizing actions according to generation impact, operational risk, safety, and compliance requirements. * Support EPC punch-list management and monitor EPC warranty obligations during post-construction phases. * Coordinate with Distribution Network Operators (DNOs), insurers, regulatory bodies, and external stakeholders to ensure ongoing compliance. * Maintain accurate technical documentation, asset records, and operational procedures. * Support SCADA monitoring, troubleshooting activities, and system integration projects. * Participate in technical due diligence, feasibility assessments, and the evaluation of new renewable energy opportunities. * Support engineering activities during construction, commissioning, and operational phases. * Conduct technical audits and contribute to business continuity and disaster recovery planning. * Drive process improvements, strengthen internal controls, and support operational excellence initiatives. * Mentor junior team members and contribute to the development of technical best practices across the team.   SKILLS & COMPETENCIES   To be successful in this role, you will demonstrate: * Time management & prioritization skills - things can get a little hectic, so the ability to effectively manage yourself and your workload is critical * Excellent interpersonal and communication skills (in English or/and other European languages) - you must be able to organize your thoughts in a way that others find clear and compelling. When communicating verbally – whether over the phone, on video calls, in person or in meetings – you will need to be articulate, warm and engaging * Flexibility - being an effective team player means being flexible in your approach and open to getting involved with new things, even if they are not spelt out in your job description * Intellectual Curiosity – we are looking for someone who is truly interested in our profession and has the intellectual curiosity to delve deep into topics and bring fresh ideas to the team * IT Literacy - you need to be comfortable with IT systems and working with data (you should have at least intermediate-level excel) * Delivery focus – it may sound obvious, but the ability to proactively churn through work at pace and deliver quality outputs really matters * Strong critical thinking and problem-solving skills * Passion for our mission ‘to generate a more sustainable future by leading the transition to clean energy * Our values: be a leader, build trust, be responsible, be innovative and ‘bring your alpha’.   EXPERIENCE & QUALIFICATIONS        * Bachelor's degree in Engineering, Renewable Energy, Science, or another STEM-related discipline. * 3–5 years of experience within the renewable energy sector, preferably within solar PV Asset Management, O&M, EPC, Owner's Engineering, Technical Advisory, or related roles. * Strong technical knowledge of utility-scale solar PV plants, including operation, maintenance, and performance management. * Practical site experience during construction, commissioning, operations, or maintenance of ground-mounted solar PV facilities. * Experience managing site activities, contractors, and technical stakeholders. * Familiarity with SCADA systems and plant performance monitoring tools. * Strong analytical capability with experience interpreting operational data and identifying root causes of performance issues. * Fluent English and Spanish. * Advanced Microsoft Excel and PowerPoint skills. * Excellent organizational, communication, and stakeholder management skills. * Willingness to travel regularly to project sites. Key Accountabilities * Building and maintaining a positive and active collaborative relationship with the landowners, local communities (and wider stakeholders), communicating our strong commitment to socio-economic development, environmental protection, respect for labour & human rights and strong governance, and fostering an environment that supports community involvement and ownership * Representative of Alcazar Energy for all E&S related matters * Being Alcazar Energy’s main local interface with E&S consultants, advisors, governmental authorities and other relevant stakeholders during the process of national environmental permitting and international Environmental & Social Impact Assessment (ESIA) and later on through the project life. * Coordinating the site-based tasks of E&S consultants during ESIA development, including, but not limited to, joining them on site visits, facilitating access to different stakeholders, such community members, NGOs, and local government representatives, and attending stakeholder meetings as the Company representative * Monitoring the progress of the ESIA process and review deliverables, to ensure Project requirements are fulfilled on time, within budget, with the right quality and in line with our E&S Compliance Framework * Planning and managing stakeholder engagement activities, disclosure of ESIA (and associated plans) and other E&S relevant information to local communities, and implementation of community related mitigation measures recommended in the ESIA * Participating in the development, regular review and implementation of the Stakeholder Engagement Plan (SEP) * Supporting in the coordination and taking part in Lenders’ Environmental and Social Due Diligence and periodical monitoring visits by the Lenders’/Lenders’ Environmental & Social Advisors and Technical Advisors * Being Alcazar Energy’s first point of contact for grievance management, in according with the Project’s Grievance Mechanism and being responsible for filtering grievances and ensuring they are addressed in a timely manner. * Monitoring and reporting on the E&S performance of consultants, service providers and engineering companies during the development phase of the Project * Monitoring and reporting on the E&S performance of the EPC and O&M Contractor (and its subcontractors) conducting E&S inspections, investigation for incidents and grievances, and following up on remedial and preventive actions * Responsible for overseeing the development of the Project-specific QHSEMS by the Contractor/s prior to the construction and operational phases * Ensuring the adequate implementation of the Project-specific QHSEMS by the Contractor/s (and their subcontractors) during construction and operation, in particular with relation to environmental protection measures, including pollution prevention waste management, third-party monitoring (if needed), among other aspects, as well as social aspects, including working conditions, employment terms, training , labour code of conduct and implementation of the worker grievance mechanism by the contractor. * Providing on-the-ground support to the Technical team as well as the Country/Business Development Manager and interface with the E&S and Technical corporate team and directing local resources as needed (such as the HSE Engineer) – Work closely with all parties to identify and address E&S risks, and material & emerging issues * Maintaining up to date knowledge of international, national and local environmental and social standards and legislation and the rapidly evolving ESG frameworks and requirements * Facilitating training sessions for the local team, including the CLO as well as contractor and subcontractor’s workforce regarding project E&S requirements and raise awareness of international E&S best practices * Providing guidance, direction and supervision to CLO and support them on engagement with the local community members and Project-affected people including but not limited consultation and disclosure events, community meetings, evaluating, reporting and resolving community grievances and providing feedback to the communities on issues * Supporting with the identification and assessment of feasibility of social investment initiatives, including associated partners and wider stakeholders and manage and coordinate the successful implementation of such social investment initiatives on the ground * Promoting awareness of social responsibility within the organisation by involving employees, ensuring both management and staff are informed of status of social development initiatives * Supporting the Country/Business Development Manager in the liaison with Government Officials, Institutions and relevant stakeholders with regards to environmental and social matters Qualification * Bachelor’s Degree in relevant subject or speciality such as Environmental discipline, Engineering, International Development or equivalent experience.
