Det er ledig en stilling som PhD-stipendiat (SKO 1017) som en del av prosjektet «ENACT: Exploring Networks Against Transnational Organised Crime: Tracking and Enhancing International Police Cooperation in the EU», finansiert av Norges forskningsråd (NFR). Stipendiaten vil være ansvarlig for sitt eget PhD-prosjekt, men også samarbeide tett med professor Synnøve Ugelvik ved Institutt for offentlig rett på den norske delen av ENACT-prosjektet.
Ansettelsen varer i tre år uten annet karrierefremmende arbeid, eller fire år med annet karrierefremmende arbeid som utgjør 25 % av den totale arbeidsmengden. Annet karrierefremmende arbeid vil normalt bestå av undervisning. En fireårig stipendiatstilling forutsetter at kandidaten kan bidra til å fylle et udekket undervisningsbehov ved Det juridiske fakultet.

Transnasjonal organisert kriminalitet utgjør en økende utfordring for det norske samfunnet. Kriminelle nettverk utnytter Europas åpne grenser til å drive med narkotika- og våpenhandel, menneskehandel, hvitvasking og cyberkriminalitet på tvers av land. Som svar har europeiske stater utviklet stadig tettere og mer omfattende politisamarbeid. Men ikke alle land deltar på like vilkår.
Norge er ikke medlem av EU, men er tett knyttet til samarbeidet gjennom Schengen- og EØS-avtalene. Disse gir Norge tilgang til flere av EUs politiverktøy og databaser, men ofte med mer begrensede rettigheter enn det medlemsstatene har. Nye regler og systemer utvikles først og fremst av og for EU-landene, noe som gir Norge mindre innflytelse over regelverk landet likevel må forholde seg til. På denne måten kan Norge sies å ha en mer perifer posisjon i det europeiske politisamarbeidet.
ENACT undersøker hva dette betyr i praksis. Prosjektet analyserer juridiske, institusjonelle og praktiske utfordringer norske myndigheter møter i arbeidet mot transnasjonal organisert kriminalitet innenfor rammen av europeisk politisamarbeid. Det legges særlig vekt på Norges forhold til Europol og landets rolle i felles etterforskninger og informasjonsutveksling.
For å forstå hvordan ulike posisjoner påvirker samarbeidet, sammenligner ENACT Norge med Nederland – et sentralt EU-land som huser institusjoner som Europol og Eurojust. Ved å kombinere juridiske analyser med empirisk samfunnsvitenskapelig forskning vil prosjektet gi ny kunnskap om hvordan både EU-land og tredjeland deltar i det europeiske politinettverket.
Målet er å identifisere hva som fungerer godt, hva som skaper utfordringer, og hva Norge kan lære av mer sentralt plasserte samarbeidspartnere. Slik skal ENACT bidra til et bedre kunnskapsgrunnlag for politikkutforming og offentlig debatt om internasjonalt politisamarbeid i Europa.
ENACT består av fire arbeidspakker. Kandidaten vil sammen med PI Ugelvik være ansvarlig for arbeidspakke 1 (WP1). WP1 har et rettslig fokus. Formålet med arbeidspakken er å undersøke det rettslige rammeverket som former politisamarbeid mellom EU og tredjeland til EU, med Norge som eksempel. Arbeidspakken skal kombinere rettsdogmatisk analyse med empirisk forskning på løpende og dynamisk nasjonal og internasjonal rettslig utvikling på området. Sentralt i doktorgradsarbeidet blir både å undersøke det eksisterende rettslige rammeverket, og å undersøke og vurdere hvordan Norge arbeider for å styrke den norske posisjon i europeisk politi- og påtalesamarbeid. Forskningen vil dermed måtte kombinere rettsdogmatisk forskning med kvalitative intervjuer, samt muligens feltarbeid i form av observasjon.
Kandidaten forventes å bli en del av og delta aktivt i forskningsmiljøet ved Institutt for offentlig rett. I tillegg til sitt doktorgradsprosjekt vil vedkommende delta i ENACT-gruppens aktiviteter sammen med kjerneteamet, for eksempel seminarer og workshops. Kjerneprosjektgruppen består av prosjektleder (PI) Synnøve Ugelvik (IOR), førsteamanuensis Martin Nøkleberg (Politihøgskolen), Dr Yarin Eski (VUA) og en postdoktor ved VUA, samt professor Rocco Bellanova (VUB).
Kandidaten forventes også å delta i internasjonale formidlingsaktiviteter og samarbeide med sentrale forskere på feltet utenfor prosjektgruppen. Prosjektet legger opp til at kandidaten skal ha forskningsopphold i Brüssel i minst et halvt år i prosjektperioden. Dr. Yarin Eski (Vrije Universiteit Amsterdam, VUA) og Professor Rocco Bellanova (Vrije Universiteit Brüssel, VUB) vil ha biveilederansvar for stipendiaten.

Kvalifikasjonskrav
Søkeren må legge fram en prosjektbeskrivelse på 4-5 sider hvor det skal redegjøres for forskningstemaet, dets betydning og relevans for rettsvitenskapen, valg av teori og vitenskapelig metode, eventuelle forskningsetiske utfordringer og for hvordan arbeidet planlegges gjennomført.
Ved vurdering av søkerne vil det bli lagt vekt på prosjektbeskrivelsen, karakterer, eventuelle tidligere skriftlige arbeider og søkerens faglige og personlige forutsetninger for å gjennomføre prosjektet, særlig med hensyn til deres evne til å fullføre det foreslåtte prosjektet innenfor den angitte tidsrammen. Erfaring med internasjonale relasjoner, for eksempel gjennom arbeidserfaring eller utdanning, vil bli særlig vektlagt.
Aktuelle kandidater vil bli innkalt til intervju, enten personlig eller digitalt.
Vurderingen gjennomføres av en bedømmelseskomité som foretar rangering basert på kriteriene ovenfor og intervjuer av aktuelle kandidater. I enkelte tilfeller nedsettes det en egen intervjukomité.
