COBOL Developer

We are looking for an experienced and Senior Developer – Java on Mainframe for Online Applications with specialized expertise in IBM z/OS mainframe environments, especially for online applications under CICS. This role goes beyond conventional Java development — we need someone who understands how to engineer high-performance, low-latency Java applications that run natively on the z/OS platform and integrate seamlessly with legacy enterprise systems. This position requires deep knowledge of Java in the context of z/OS internals, particularly in the areas of Java Native Interface (JNI), database interaction (JDBC, SQLJ), and system-level online performance. You will work with both legacy and modern components to develop robust, high-throughput services that are critical to enterprise operations. Essential Skills • Develop and optimize Java-based applications running natively on IBM z/OS in online mode under CICS • Analyze and improve performance at the JVM level, focusing on memory usage, tuning, and CPU cycles on z/OS. • Integrate Java applications with native z/OS components using JNI, C/C++, and LE (Language Environment) interfaces. • Implement efficient data access solutions using JDBC, SQLJ, and DB2 for z/OS best practices. • Collaborate closely with z/OS systems programmers, DBAs, and COBOL/CICS developers to ensure reliable and performant interoperability. Review SMF records, RMF reports, and monitor WLM metrics to guide tuning and system integration. • Develop and maintain shell scripts and support automation for Java workloads on z/OS. • Drive initiatives to modernize legacy systems using Java and hybrid integration models. Minimum Requirements: • Bachelor’s or master’s degree in computer science, Software Engineering, or a related field. • 8+ years of professional Java development experience, with 5+ years specifically on IBM z/OS. • Deep knowledge of JVM performance tuning on z/OS, including heap sizing, GC policies, zAAP/zIIP processor utilization, and WLM workload classification. • Strong proficiency with JNI for interfacing Java with COBOL/C/C++ modules. • Expertise in JDBC, SQLJ, DB2 for z/OS, and mainframe database performance tuning. • Solid hands-on experience with USS (UNIX System Services), JCL, and TSO/ISPF. • Working knowledge of LE (Language Environment) and how Java integrates with native z/OS programs. • Familiarity with SMF, RMF, SDSF, and performance analysis tools like IBM OMEGAMON, MainView, or BMC tools. MetaPhase is seeking a skilled Microsoft Full Stack Developer with Azure experience to join our team. In this role, the developer will support and enhance a recently migrated application now operating in a cloud-native Azure environment. The ideal candidate will have strong experience developing web applications using the Microsoft .NET stack and will be comfortable working across both front-end and back-end components while leveraging Azure services to build scalable and reliable solutions. The developer will contribute to development tasks and activities, which will include creating user interfaces (Vue.js), core application logic (.NET/C#), and API/web services. Our application is the core solution integrated with multiple internal and external systems What You Will Be Doing: Apply test-driven development principles to develop, enhance, and sustain medium to large complex applications using a combination of .NET and JavaScript frameworks. Refine and optimize the existing Azure architecture to improve interoperability, scalability, performance, reliability, and security. Enhance and optimize applications hosted in Azure App Service, ensuring adherence to cloud-native best practices. Collaborate with customer product owners and cross-functional agile teams to support working sessions and to evaluate, define, and prioritize requirements/features/user stories. Contribute to technical research/analysis of user stories and participate in agile ceremonies, including backlog refinement and sprint planning. Complete assigned user stories by designing and developing new features/components or major enhancements to existing software while ensuring compliance with Cyber Security and Federal IT security standards (i.e., NIST) as well as Section 508 accessibility requirements. Conduct unit testing and collaborate with testers to address issues/bugs, and support the team with documentation required by the client. Support demos and provide technical support to end-users for UAT and/or production issues. What We Need From You (Required): U.S. Citizenship required (NO EXCEPTIONS). Must be able to obtain a Public Trust clearance. 6+ years of software engineering experience, including hands-on development in .NET / C#. 3+ years of experience designing, enhancing, and supporting solutions within Microsoft Azure. Experience with Azure App Service, Azure DevOps, and Azure SQL Database. Experience with front-end technologies: JavaScript, HTML5, CSS3. Experience with Vue or other frameworks and 3rd party libraries such as React, Angular, or jQuery. Experience building backend APIs and services using Microsoft's .NET framework and C#. Skilled in SQL and experienced working with relational databases such as SQL Server or Azure SQL. Proven experience developing and deploying applications in an Azure environment. Excellent communicator and collaborator within Agile teams and stakeholders. Bonus Points (Preferred): Experience maturing and optimizing Microsoft-based systems in Azure Gov Cloud environments. Azure certifications (e.g., AZ-104, AZ-305). Experience working with federal clients or in a government contracting environment. Familiarity with tools like SharePoint, GitHub, and Jira. Experience using artificial intelligence (AI) to inject automation and efficiency for client requirements. Experience working with .NET Core. Experience creating new or maintaining existing CI/CD pipelines with technologies such as Jenkins, Azure DevOps, or GitHub Actions.
