Role Overview
The Lead Commissioning Authority (Lead CxA) oversees and ensures the safe, reliable, and compliant commissioning of mechanical and electrical systems, building control and monitoring systems and critical infrastructure—primarily within mission-critical facilities such as data centres.
This role ensures that all building systems perform according to design intent, owner’s requirements, industry standards, and operational needs.
The Lead CxA leads commissioning delivery across multiple projects, provides technical oversight during all construction phases, and ensures a seamless transition from equipment delivery, through to construction and to live commissioning. Drawing from strong MEP, commissioning, and quality-assurance experience, the Lead CxA acts as a trusted advisor to clients, design teams, and contractors.
Key Responsibilities
Commissioning Leadership & Delivery
Lead and manage commissioning processes from pre-design through post-occupancy, ensuring compliance with Owner’s Project Requirements (OPR), Basis of Design (BOD) and design specifications.
Oversee functional performance testing for all mechanical, electrical, building control and monitoring systems and life safety systems.
Review design documents, submittals, and shop drawings to ensure alignment with commissioning requirements.
Develop commissioning strategies, programs, method statements, test scripts, and final reports.
Conduct site surveys, progress inspections, and quality audits, reporting findings to project stakeholders.
Client & Stakeholder Coordination
Act as the primary commissioning interface for clients, general contractors, and design teams.
Lead commissioning meetings, workshops, and integrated system testing (IST) coordination sessions.
Build strong relationships and ensure clear communication regarding commissioning progress, issues, and risks.
Team Management & Oversight
Provide technical leadership to Commissioning Engineers and Managers and SME’s (Subject Matter Experts).
Mentor and develop junior members of the commissioning team.
Ensure all team members are competent, trained, and aligned with quality and safety standards.
Quality Assurance & Compliance
Ensure commissioning is performed in accordance with statutory, industry, and project-specific standards.
Review installation quality and verify that systems are installed and tested to design intent.
Implement lessons-learned processes and continuous improvement initiatives across projects.
Health & Safety
Drive a strong safety culture and always ensure strict adherence to site health and safety protocols.
Qualifications
Trade apprenticeship or relevant electrical/mechanical engineering qualification.
CSCS / Safe Pass / ECS / SMSTS certification – essential.
BEng (Hons) in Mechanical, Electrical, or Building Services Engineering
Project management qualification (e.g., Prince2) – advantageous.
Skills & Experience
Extensive commissioning experience in mission-critical environments (data centres essential).
Ideally 4-6 years’ technical experience in design, installation, and commissioning of MEP systems.
Strong stakeholder management in term of leading and managing in person meeting with the clients and vendors.
Strong understanding of commissioning processes, integrated system testing, and quality assurance.
Ability to develop high-quality commissioning documentation: plans, scripts, checklists, and reports.
Excellent client-facing skills with the ability to influence and drive decisions.
Proficient with Microsoft Office and commissioning management tools.

RESPONSIBILITIES: * Lead electrical commissioning activities across all project phases, from design review through startup, functional testing, integrated systems testing, and final handover. * Review Issued for Construction (IFC) drawings, electrical specifications, one-line diagrams, shop drawings, and sequences of operation to support commissioning readiness. * Develop and execute electrical commissioning plans, procedures, pre-functional checklists, functional test scripts, and Integrated Systems Testing (IST) procedures. * Coordinate commissioning activities with owners, construction management teams, engineering, subcontractors, OEMs, and commissioning stakeholders. * Lead installation verification and QA/QC walkdowns to confirm systems are installed in accordance with project specifications and approved drawings. * Perform quality inspections of switchgear, transformers, UPS systems, generators, PDUs, RPPs, busway, MCCs, panelboards, protective relays, grounding systems, and associated electrical infrastructure. * Witness and support Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), pre-functional inspections, energization activities, functional performance testing, and Integrated Systems Testing (IST). * Verify electrical installations including cable routing, terminations, torque verification, insulation resistance testing, grounding continuity, labeling, and asset tagging. * Validate breaker settings, protective relay coordination, alarms, interlocks, failover sequences, control logic, and system integration prior to turnover. * Support electrical startup, energization planning, switching activities, load bank testing, and system restoration while maintaining strict adherence to safety requirements. * Identify, document, and drive resolution of commissioning deficiencies, punch list items, and non-conformance reports (NCRs) through final closeout. * Verify corrective actions and conduct re-inspections to ensure compliance with project quality requirements. * Maintain commissioning documentation including inspection reports, test records, issue logs, turnover packages, and final commissioning reports. * Utilize commissioning management platforms and document control systems to monitor system readiness, testing progress, and KPI performance. * Ensure compliance with project specifications, NFPA, NEC, NFPA 70E, IEEE, NETA, owner standards, and applicable Authority Having Jurisdiction (AHJ) requirements. * Lead commissioning coordination meetings and provide regular updates on system readiness, commissioning progress, quality metrics, risks, and schedule impacts. * Support owner acceptance, turnover documentation, and training activities for facility operations teams. * Mentor commissioning engineers and technicians while promoting commissioning best practices and continuous improvement. * Promote and enforce a strong safety culture, ensuring compliance with LOTO procedures, energized electrical work practices, and site EH&S requirements. * Any other duties or responsibilities that may be assigned to you in your role. SKILLS REQUIRED: * Strong knowledge of electrical commissioning processes within mission-critical, semiconductor, pharmaceutical, or industrial facilities. * Experience commissioning medium- and low-voltage electrical distribution systems including switchgear, UPS systems, generators, transformers, MCCs, PDUs, RPPs, and protective relays. * Strong understanding of QA/QC principles, inspection processes, and electrical construction quality standards. * Experience leading FAT, SAT, pre-functional inspections, functional testing, and Integrated Systems Testing (IST). * Ability to interpret electrical one-line diagrams, control schematics, IFC drawings, specifications, and sequences of operation. * Knowledge of NFPA 70 (NEC), NFPA 70E, IEEE, NETA, and industry commissioning standards. * Experience with commissioning software platforms, issue tracking systems, and document control applications. * Strong troubleshooting, analytical, and root cause analysis skills. * Excellent communication, leadership, and stakeholder management capabilities. * Strong organizational skills with the ability to manage multiple commissioning activities simultaneously. * Commitment to safety, quality, and continuous improvement.
