We invite applications for a Postdoctoral Researcher position (SKO 1352) in Science-Policy Engagement and Climate Futures at the Oslo Business School at Oslo Metropolitan University.
The position is based in the academic unit Public Administration and Governance at Oslo Business School (Faculty of Social Sciences) at OsloMet. The group pursues research related to organization, public policy and leadership in the public sector. OsloMet provides a stimulating research environment, with a strategic focus on sustainability, democracy, and expertise for an unpredictable world.
The position is part of ERC-funded research project examining how individuals, public institutions and societies develop the capacity to anticipate and respond to long-term climate risks (“Capacities for More Effective Long-term Governance Capacities - CAMELOT). CAMELOT focuses on the cognitive, emotional, and social foundations of “governance capacities” — that is, the ability to engage with uncertain, future-oriented challenges such as climate tipping points. A particular focus of the project is understanding how imagination and future-oriented thinking contribute to effective long-term climate governance. The project combines theoretical development with innovative empirical research, bringing together perspectives from climate governance, political science, futures and sustainability research. The project involves collaboration with international partners and includes empirical work across multiple European countries. CAMELOT is led by Manjana Milkoreit.
We are seeking a Postdoctoral Researcher to play a central role in CAMELOT, with significant opportunities to shape the empirical and conceptual development of the research. The successful candidate will contribute to the design, implementation, and evaluation of innovative science-policy engagement processes that examine how governance actors develop the capacity to anticipate, imagine, and respond to long-term climate risks. The postdoctoral researcher will work closely with the Principal Investigator and international collaborators in developing and implementing empirical research activities and publishing and disseminating research findings.
Residence in Oslo, Norway is expected. The workplace will be on the premises of OsloMet, Pilestredet campus.
The postdoctoral researcher will contribute to an innovative research program examining how governance actors develop the capacity to anticipate, imagine, and respond to long-term climate risks associated with climate tipping points. The project investigates whether and how participatory science-policy engagement processes can strengthen future-oriented thinking, agency, and decision-making across multiple governance scales. The successful candidate will help design, implement, and evaluate a novel science-policy engagement process that combines climate modeling, role-play simulations, future storytelling, and participatory workshops. The project brings together climate science, governance research, and participatory futures approaches to investigate how actors understand uncertain futures and develop capacities for long-term governance.
The research involves collaboration with policy makers and public institutions across multiple governance levels, including national governments, city governments, and regional organizations. Empirical work will combine surveys, workshop-based research, participant observation, interviews, and qualitative analysis to examine how future imagination and anticipatory capacities influence governance responses to complex climate risks.

The salary for the position is in accordance with the Basic Collective Agreement for state employees and OsloMet’s pay policy for Postdoctoral Researcher in code 1352, salary 584 500 – 745 000 NOK per year. A higher salary may be considered for particularly well-qualified applicants. From the salary, 2% will be deducted in pension contributions for the Norwegian Public Service Pension Fund (SPK).
The position is offered for three years, with the opportunity for a fourth year.

About the position The Centre for Technology, Innovation and Culture (TIK) at the University of Oslo (UiO) invites applications for a 3-year PhD Fellowship (position code 1017). The position is affiliated with the research project APPROPRIATE – Licences to appropriate land for societal ends, funded by the Research Council of Norway. The PhD candidate will be based at the TIK Centre and affiliated with the TIK Centre’s STS research group. The position encompasses possibilities for teaching tasks within TIK’s teaching programs, including supervision of candidates and students within these programs, according to the TIK Centre’s needs and the candidate’s profile or interests. If such tasks are agreed upon, the contract will be extended accordingly. About the project APPROPRIATE - Licences to appropriate land for societal ends The licensing system is a key arrangement in Norwegian environmental policy and is both a tool of democracy and a tool for the appropriation of land and natural resources for societal and economic ends. The goal of the APPROPRIATE project is to investigate the licensing system: how different valuation practices play out in planning and decisions making processes, how economic reasoning and other forms of expertise are taken into account, and how dilemmas and conflicts in processes towards accomplishing good licensing procedures are negotiated and handled. The licensing system will be analyzed with a point of departure in the contemporary situation, but will also study the licensing arrangement in its broader historical, political and economic context. APPROPRIATE will focus on two empirical cases in particular: aquaculture and wind power. The PhD position is dedicated to the case of wind power. APPROPRIATE will work as a tight team where the PI will work with the project members on all the WPs, yet with clear distribution and responsibility of tasks. In addition to the PI and the PhD candidate, the project is in the process of employing one postdoctoral fellow. More about the position The PhD candidate will have as their core task WP2 on the case of wind power. The key research questions of this project are: (1) How do licenses value the nature they set out to appropriate for societal ends? (2) How do economic reasoning and reasoning around the conditions of nature encounter and become weighed and valued against one another in licensing practices? (3) What are the economic and philosophical reasoning through which the licensing system is based and (4) how do this act upon the license-regime? In addition this WP will investigate how ‘license-workers’ in their day to day practice, that is bureaucrats, make judgments with regards to the conditions for appropriation and the granting of licenses. A more detailed description of the overall project and its theoretical foundations and methods can be retrieved by the PI, together with a more detailed outline of the work package on wind power. This will guide the applicants in developing their project proposal. The PhD candidate will be collaborating closely with the PI and postdoctor, including on other elements of the project proposal, such as workshops and dissemination activities. The project will also be conducted in exchanges with an international board of experts. The main purpose of the PhD position is research training leading to the successful completion of a PhD degree. To this end, the main focus of this position is to conduct research, including publication and dissemination. In addition, the fellow is expected to actively contribute to the broader research agenda and academic environment of the APPROPRIATE project. About the position We are offering one PhD position in political science. We invite applications from excellent candidates in all sub-fields of political science, including public policy and administration, comparative politics, political theory, international relations and research methods. The appointment is for a fixed, non-tenured term of 3 years. The position may also include other career-enhancing activities: depending on the candidate’s competence and the teaching needs of the department, the fellowship period can be extended up to four years for qualification work consisting of e.g. teaching duties. Michelsen Institute (CMI), and the Peace Research Institute Oslo. You will be expected to both assist with research tasks designed by the project leaders and to develop and implement your own research in related areas. The position is announced within the overall thematic focus of the NORCIE project, with a particular emphasis on NORCIE’s research regarding the evolving EU economic order. Given NORCIE’s mission to inform Norwegian policy discussions, it is desirable that candidates have an interest in issues of relevance to Norway. The selected candidate should have research experience and interests that connect to some of the ARENA-led components of NORCIE. The largest part of ARENA’s involvement in NORCIE will be related to studying the evolving EU economic order. The concept of rules-based openness has always been at the core of EU economic principles, but major pressures are pushing the EU to develop more active and discretionary capabilities. We will study these processes of change from both inside the EU (with interview research on the EU’s evolving policies regarding tradable goods, financial services, and information technology) and in the EU’s key external relationships (researching the related policies of the US, China, Russia, India and Brazil and their consequences for interactions with the EU). Other and more specific areas of ARENA’s involvement in NORCIE will cover: • Interactions of EU environmental policies and trade. In partnership with economists at the UiO Department of Economics, ARENA will study the politics of the Carbon Border Adjustment Mechanism (CBAM) and related issues, including interviews with firms, interest groups public officials at national and EU levels, with a focus on energy-intensive manufacturing sectors. • Energy firms and environmental, social, and governance (ESG) rules and norms. In partnership with economists at CMI, ARENA will study how large EU- and US-based companies in the energy sector (including fossil fuels and renewables) relate to ESG considerations. This work will include interviews with decision-makers at each step in firms’ supply chains and in sectoral associations as well as wider data on stakeholder attitudes.
