Role Overview
The Commissioning Authority (Senior CxA) oversees and ensures the safe, reliable, and compliant commissioning of mechanical and electrical systems, building control and monitoring systems and critical infrastructure—primarily within mission-critical facilities such as data centres.
This role ensures that all building systems perform according to design intent, owner’s requirements, industry standards, and operational needs. The CxA leads commissioning delivery across multiple projects, provides technical oversight during all construction phases, and ensures a seamless transition from equipment delivery, through to construction and to live commissioning. Drawing from strong MEP, commissioning, and quality-assurance experience, the CxA acts as a trusted advisor to clients, design teams, and contractors.

Role Overview
The Lead Commissioning Authority (Lead CxA) oversees and ensures the safe, reliable, and compliant commissioning of mechanical and electrical systems, building control and monitoring systems and critical infrastructure—primarily within mission-critical facilities such as data centres.

Key Responsibilities
Commissioning Leadership & Delivery
Lead and manage commissioning processes from pre-design through post-occupancy, ensuring compliance with Owner’s Project Requirements (OPR), Basis of Design (BOD) and design specifications.
Oversee functional performance testing for all mechanical, electrical, building control and monitoring systems and life safety systems.
Review design documents, submittals, and shop drawings to ensure alignment with commissioning requirements.
Develop commissioning strategies, programs, method statements, test scripts, and final reports.
Conduct site surveys, progress inspections, and quality audits, reporting findings to project stakeholders.
Client & Stakeholder Coordination
Act as the primary commissioning interface for clients, general contractors, and design teams.
Lead commissioning meetings, workshops, and integrated system testing (IST) coordination sessions.
Build strong relationships and ensure clear communication regarding commissioning progress, issues, and risks.
Team Management & Oversight
Provide technical leadership to Commissioning Engineers and Managers and SME’s (Subject Matter Experts).
Mentor and develop junior members of the commissioning team.
Ensure all team members are competent, trained, and aligned with quality and safety standards.
Quality Assurance & Compliance
Ensure commissioning is performed in accordance with statutory, industry, and project-specific standards.
Review installation quality and verify that systems are installed and tested to design intent.
Implement lessons-learned processes and continuous improvement initiatives across projects.
Health & Safety
Drive a strong safety culture and always ensure strict adherence to site health and safety protocols.
Qualifications
Trade apprenticeship or relevant electrical/mechanical engineering qualification.
CSCS / Safe Pass / ECS / SMSTS certification – essential.
BEng (Hons) in Mechanical, Electrical, or Building Services Engineering
Project management qualification (e.g., Prince2) – advantageous.
Skills & Experience
Extensive commissioning experience in mission-critical environments (data centres essential).
Ideally 4-6 years’ technical experience in design, installation, and commissioning of MEP systems.
Strong stakeholder management in term of leading and managing in person meeting with the clients and vendors.
Strong understanding of commissioning processes, integrated system testing, and quality assurance.
Ability to develop high-quality commissioning documentation: plans, scripts, checklists, and reports.
Excellent client-facing skills with the ability to influence and drive decisions.
Proficient with Microsoft Office and commissioning management tools.

ARBETSUPPGIFTER
Vi står inför många spännande utmaningar och under våren har vi etablerat strukturer för styrning och ledning av större uppdrag genom att införa programstyrning som ett komplement till ordinarie utvecklingsstyrning. Vi söker nu ytterligare en senior programledare. Uppdraget innebär både utveckling av befintlig verksamhet och etablering av nya verksamhetsområden.
Som senior programledare har du en viktig roll där du tillsammans med verksamheten skapar rätt förutsättningar och strukturer för vårt utvecklingsarbete, både med och utan it-inslag.
Som senior programledare kommer du att:
• Leda och koordinera våra program med ett helhetsperspektiv för att uppnå gemensamma mål av strategisk vikt för Bolagsverket.
• Planera och följa upp såväl programmet i sin helhet, som olika insatser.
• Leda och stödja förändringsprocesser genom samverkan med olika intressenter.
• Ansvara för frågor rörande finansiering kopplat till programmet.
• Bistår i arbete med olika utrednings- och beslutsunderlag inklusive estimat, leveransplaner och budget.
• Etablera och arbetsleda tvärfunktionella samarbeten så som utvecklingsledning inom it, arkitektur, juridik, verksamhetsutveckling och ekonomi.
• Identifiera, följa upp och aktivt arbeta för att minimera risker.
• Säkerställa att arbetet i uppdraget bedrivs enligt Bolagsverkets etablerade arbetssätt för verksamhets- och it-utveckling.
Du kommer att tillhöra utvecklingskontoret inom avdelningen för digital utveckling och samverkan. Utvecklingskontoret ansvarar för att bereda, planera och följa upp den långsiktiga utvecklingsplanen och utvecklingsportföljen. Enheten ansvarar också för planering och uppföljning av Bolagsverkets systemförnyelse ur ett helhets- och portföljperspektiv samt för att driva och leda Bolagsverkets verksamhetsarkitektur som en del av Bolagsverkets arkitekturstyrning.
Placeringsort är Sundsvall eller enligt överenskommelse. Vi erbjuder arbete på distans, men du förväntas regelbundet vara på plats på kontoret i Sundsvall.
Arbetet innefattar såväl myndighetsinterna som myndighetsövergripande aktiviteter vilket kan innebära en del resor i tjänsten.
KVALIFIKATIONER
Vi söker dig som har relevant akademisk utbildning eller erfarenhet som arbetsgivaren bedömer som likvärdig. Du har dessutom certifiering inom projekt-/programledning eller motsvarande erfarenhet.
För att lyckas och trivas i rollen ser vi även att du har:
• Dokumenterad erfarenhet inom senior uppdragsledning, programledning eller projektledning inom IT/verksamhet och av att leda komplexa program med många insatser.
• Erfarenhet av ledarroll med stort fokus på kommunikation och samarbete för att skapa klarhet och struktur, skapa genomförandekraft framåt och hantera interna och externa beroenden och förväntningar.
• Flera års erfarenhet av verksamhetsutveckling på strategisk och taktisk nivå samt av förändringsledning.
• Mycket god förmåga att kommunicera tydligt, pedagogiskt och målgruppsanpassat, både på svenska och engelska.
Det är meriterande om du dessutom har:
• Utbildning inom agila metoder.
• Utbildning inom metoder för verksamhetsutveckling, processutveckling eller digitalisering.
• Erfarenhet av att arbeta inom offentlig sektor eller annan komplex organisation.
• Erfarenhet av förändringsledning och metodutveckling inom utvecklingsstyrning eller portföljhantering.
• Erfarenhet av att arbeta i organisationer med lean-agila utvecklingsprocesser.
• Mycket goda kunskaper i Office-paketet, Confluence och Jira.
