Här arbetar idag omkring 20 jurister med att ge juridiskt stöd till hela verksamheten. Enheten är placerad på verksamhetsstödsavdelningen. Vi arbetar tillsammans, delar kunskap och stöttar varandra i det dagliga arbetet, alltid med kollegor nära till hands för att diskutera frågor och vägval. Jordbruksverket ansvarar för frågor inom bland annat miljö- och växtskydd, djur- och smittskydd, krisberedskap, civilt försvar samt EU:s gemensamma jordbrukspolitik. Det innebär varierande juridiska frågor inom exempelvis förvaltningsrätt, EU-rätt, offentlighets- och sekretesslagstiftning, IT-rätt och annan lagstiftning inom myndighetens verksamhetsområden. Vi söker nu ett flertal jurister med intresse för en eller båda av följande inriktningar. 6 plats(er). ARBETSUPPGIFTER Inriktning 1 - Juridiskt stöd inom handläggning av EU-stöd I denna inriktning arbetar du nära verksamheten med juridisk vägledning kopplat till handläggning av stöd som regleras av EU-rätt. Fokus ligger på att utveckla och kvalitetssäkra rutiner, processer och arbetssätt där juridiska krav och rättssäkerhet är en naturlig utgångspunkt, snarare än handläggning av enskilda ärenden. Tillsammans med berörda avdelningar arbetar du för effektiva, rättssäkra och ändamålsenliga processer. En viktig del av rollen är att stödja och stärka verksamheten genom utbildning och vägledning inom bland annat förvaltningsrätt, handläggning och tillämpning av regelverk för EU-stöd. Du har också en viktig roll i att driva frågor framåt och bidra till utveckling och förbättring av verksamhetens arbetssätt och handläggningsprocesser. Arbetet kan bland annat innebära att du: • ger juridiskt stöd till medarbetare och chefer i frågor om handläggning och tillämpning av regelverk • utbildar och vägleder handläggare inom förvaltningsrätt och handläggning av EU-stöd • arbetar med vägledning, rutiner och utveckling av processer och arbetssätt • genomför rättsutredningar och rättsliga analyser • kvalitetsgranskar beslut, rutiner och andra rättsliga underlag • deltar i utvecklingsarbete kopplat till handläggning och administration av EU-stöd. Inriktning 2 - Regeringsuppdrag, projekt och regelutveckling I denna inriktning arbetar du främst med regeringsuppdrag, projekt och utvecklingsarbete inom EU:s gemensamma jordbrukspolitik och andra verksamhetsområden inom Jordbruksverket. Arbetet innebär bland annat att i nära samarbete med berörda avdelningar ta fram och granska skrivelser till regeringen, inklusive författningsförslag och andra rättsliga underlag. Du stöttar även verksamheten i komplexa juridiska frågor och utvecklingsprojekt. Arbetet kan bland annat innebära att du: • deltar i och driver juridiskt arbete inom regeringsuppdrag och projekt • tar fram och granskar författningsförslag • genomför rättsutredningar och rättsliga analyser • ger juridiskt stöd inom frågor som rör EU:s gemensamma jordbrukspolitik • kvalitetsgranskar föreskrifter, avtal och beslut. KVALIFIKATIONER Oavsett inriktning arbetar du som verksjurist vid rättsenheten. Rollen innebär ett nära samarbete med övriga verksamheten och ett särskilt ansvar för att vara väl insatt i Jordbruksverkets uppdrag och olika målavvägningar. Som verksjurist bidrar du till att stärka rättssäkerheten och utveckla verksamheten genom kvalificerat juridiskt stöd. Arbetet är varierande och omfattar både strategiska och operativa frågor. Rättsavdelningen är en nationell avdelning vid Kriminalvårdens huvudkontor. Avdelningen ansvarar bl.a. för att inrikta och driva myndighetens arbete i rättsliga frågor, ge rättsligt stöd till alla nivåer i myndigheten, lämna yttranden till olika granskningsorgan, fatta grund- och omprövningsbeslut i klientärenden, företräda Kriminalvården i rättsprocesser samt handlägga sådana skadestånds- och ersättningsärenden som inte ankommer på annan. Dessutom ansvarar avdelningen för myndighetens rådgivande nationella rättsvårdsberedskap. Enheten för klientjuridik fullgör rättsavdelningens ansvar inom det klientjuridiska området. Enhetens sektioner för allmän klientjuridik söker nu en jurist med placering på regionkontoret i Malmö. Rättsavdelningen tillämpar möjligheten att teckna distansarbetsavtal, vilket innebär att upp till 60% av arbetet kan ske från hemmet. Arbetsbeskrivning Som kriminalvårdsjurist är en av dina huvudsakliga arbetsuppgifter att handlägga och fatta beslut i omprövningsärenden där grundbeslut har fattats av Kriminalvårdens lokala verksamhetsställen, bl.a. anstalter och häkten. Du kommer också att medverka i arbetet med att samordna och utveckla praxis i kriminalvårdsjuridiska frågor samt ansvara för daglig rådgivning till lokal och regional nivå. Du företräder Kriminalvården i rättsprocesser avseende klientbeslut i domstol. Du kan också komma att handlägga ärenden om ersättning för skada. I arbetet ingår även att utbilda andra medarbetare inom myndigheten samt att utarbeta förslag till yttranden i tillsynsärenden, delta i arbetet med rättslig uppföljning av Kriminalvårdens verksamhet samt att besvara internremisser och delta i olika verksamhetsutvecklingsprojekt.
