As a Bid Specialist, you will become a key player in our Sales Support Team, a close-knit group of five energetic and skilled colleagues. Your expertise in Bid Management will position you as the central point for creating winning quotes, cost breakdowns, and ensuring our prestigious customers, from individuals to global government agencies to receive best-in-class service.
This role blends active inside sales efforts, where you’ll nurture customer relationships, with bid coordination responsibilities, ensuring our documentation and responses meet customer needs with precision and punctuality.

YOUR MISSION AT VOI As Senior Bid Specialist at Voi, you will be at the heart of our most strategic tenders – turning complex requirements into compelling, high-quality responses that show why Voi is the number one micromobility operator and the obvious partner for cities. Working closely with our Director of Tenders and cross-functional stakeholders, you will own end-to-end tender processes for prioritised cities, from early opportunity shaping through to final submission and feedback review. You will: * Lead the development of persuasive, well-structured responses for RFIs, RFPs, demos and presentations, tailored to each city’s needs. * Own the tender phase for selected markets, including market research and working with local partners to shape the right proposition and prioritisation. * Manage the full bid lifecycle, including milestones, kick-offs, reviews, clarifications and submission timelines, ensuring we deliver on time and to the highest quality. * Collaborate with stakeholders across Markets, Policy, Finance, HR, R&D, Legal, Growth & Commercial to gather inputs, align on win themes and secure approvals. * Draft, review, proofread and refine content so that agreed win themes, localisation and a clear, consistent tone of voice are visible throughout. * Champion tender best practices, ensuring our writing style, structure and evidence are compliant with local requirements while remaining engaging and easy to understand. * Work with our tender designer to bring responses to life visually and help build a strong, recognisable Voi narrative. * Develop and maintain content in our tender content library, driving reusability and continuous improvement. * Track and communicate tender status and reporting to key stakeholders, keeping everyone informed and engaged. * Analyse tender feedback and internal performance to identify improvements in process, content, tools and competitor insight over time. WHAT YOU NEED TO EMBARK You are a collaborative and self-driven bid professional who enjoys working across teams, managing multiple priorities and transforming technical input into clear, compelling narratives. You are structured, curious and comfortable taking ownership from start to finish, while staying calm under deadlines and open to feedback. You bring: * 3 to 4 years of experience in end-to-end bid or tender management, ideally for public sector or complex B2G/B2B opportunities. * Strong writing and editing skills, with an eye for detail and the ability to translate technical or policy content into clear, persuasive language. * Proven experience coordinating cross-functional stakeholders and managing timelines in a structured, transparent way. * Good understanding of tender best practices (e.g. win themes, compliance, evaluation criteria) and familiarity with tender tools or content libraries. * Strong research and analytical skills to understand local markets, city requirements and competitor positioning. * Excellent English and German skills (written and spoken); Norwegian or Dutch languages preferred. * A proactive, improvement-focused mindset – you continuously look for ways to refine processes, content and outcomes. The opportunity The role provides direct support to Sales and Tendering team by contributing to accurate, competitive sizing of operational efforts for tenders, as well as developing execution strategies and delivery schedules in alignment with Network Control global practices and delivery models. With extensive hands-on experience in executing SCADA/EMS/ADMS international projects within complex environments, the Tender Support Specialist serves as an integral part of the bid team. This role contributes to the development of competitive and feasible proposals, directly impacting the profitability of the organization. This position reports directly to the Tender Support leader inside the Project Office group and collaborates closely with Sales, Engineering, Supply Chain and Tendering teams. How you’ll make an impact Recommend solid execution strategies and define the right mix of in‑house, outsourced, local, and remote delivery models. Anticipate challenges in multi‑country and emerging‑market execution while ensuring coherent, cost‑effective, low‑risk delivery approaches. Estimate project management and engineering efforts using structured methods and early risk identification in the tender phase. Balance cost, risk, and margin protection with realistic and achievable execution conditions. Clearly define project scope, obligations, and responsibilities across Hitachi Energy, customers, suppliers, and partners. Validate timelines, software release assumptions, and resource availability; produce realistic project schedules and workload plans. Lead Execution Reviews, support Tender Gate Reviews, and ensure compliance with global governance practices. Drive process improvements by standardizing templates and promoting digital and AI tools for estimation, bidding, and contract workflows. Your background Bachelor’s or Master’s degree in Electrical Engineering, Power Systems, or related field 10-15 years in SCADA/ADMS/EMS/DMS/GMS project delivery and strong understanding of architectures and implementation lifecycles Mastery of project management frameworks (PMI, IPMA) and estimation methodologies Proven track record in emerging markets (Latin America, Africa, Middle East, Southeast Asia) Project estimation methodologies and scheduling techniques Ability to structure emerging market delivery strategies (Permanent Establishment setup, partnering models, local content) Soft skills as commercial mindset (balance technical excellence with margin protection), intellectual courage (challenge unrealistic assumptions) and excellent communication across technical and commercial stakeholders are a great advantage to be successful in this position.
