ABOUT TERRANOVA * Backed by leading deep tech VCs, Terranova builds intelligent robotic systems to terraform the Earth itself - lifting land, restoring wetlands, and protecting critical infrastructure from floods. Our mission is to preserve the built environment, create new habitats, and usher in an era of abundance. Our work supports climate resilience, disaster recovery, housing development, and defense across the United States and beyond. We’re assembling a world-class team that wants to work on something real, physical, and civilization-scale. If you want your work to reshape the world (literally), this is the place to do it. WHAT TO EXPECT * We are looking for a Government Programs & Proposal Lead to help turn Terranova’s technology into funded government programs, demonstrations, and contracts. * This person will own the proposal process from opportunity identification through submission, evaluation, negotiation, and follow-up. You will work directly with Terranova’s founders, engineers, field operators, and external partners to translate complex technical work into clear, persuasive, and compliant government submissions. * You will pursue opportunities across USACE, DARPA, DoD, DOE, FEMA, and other federal programs through vehicles including Commercial Solutions Openings, BAAs, OTAs, SBIR/STTR programs, grants, white papers, concept briefs, and full proposals. * This is not a role for someone who only edits documents after the strategy has already been decided. You will help determine which opportunities Terranova pursues, shape the technical and commercial argument, define the proposed program, and drive the submission to completion. * The upside is meaningful ownership and the opportunity to help establish Terranova as a major government technology and infrastructure partner. KEY RESPONSIBILITIES * Identify and evaluate government funding, contracting, and partnership opportunities aligned with Terranova’s technology and mission. * Own proposal development from solicitation review through final submission, including schedules, compliance matrices, writing assignments, reviews, and supporting materials. * Lead submissions for CSOs, BAAs, OTAs, SBIR/STTR programs, grants, RFIs, white papers, solution briefs, concept papers, quad charts, pitch decks, and full technical proposals. * Translate complex engineering, robotics, geotechnical, field deployment, and performance data into clear, specific, mission-focused narratives. * Work with technical and operations teams to define project scope, technical objectives, milestones, deliverables, schedules, staffing plans, budgets, and rough-order-of-magnitude pricing. * Build a compelling argument for why Terranova’s technology addresses an urgent government capability gap and why the proposed program should be funded now. * Ensure every submission directly responds to solicitation requirements, evaluation criteria, formatting rules, and contracting constraints. * Coordinate inputs from engineers, founders, customers, academic collaborators, subcontractors, advisors, and external partners. * Support government pitches, technical evaluations, site demonstrations, oral presentations, requests for clarification, and contract negotiations. * Develop agency-specific concepts and materials that help shape customer thinking before a formal solicitation is released. * Build Terranova’s government opportunity pipeline, proposal calendar, content library, templates, review cadence, and submission processes. * Track submitted opportunities, agency feedback, next steps, and follow-on pathways from initial study through demonstration, procurement, and scaled deployment. REQUIREMENTS * Exceptional technical writing, strategic judgment, and attention to detail. * Experience leading federal government proposals, non-dilutive funding applications, or complex technical submissions from start to finish. * Ability to understand complex engineering quickly and turn it into a clear, persuasive argument for technical and nontechnical evaluators. * Strong project-management skills and the ability to drive multiple contributors toward a hard submission deadline. * Experience developing project scopes, work plans, milestones, budgets, and deliverables in collaboration with technical teams. * Comfort working directly with founders, engineers, field operators, government customers, contracting officers, and external partners. * Ability to distinguish a technically interesting idea from a fundable government program with a defined mission need, execution plan, and measurable outcome. * Willingness to work on-site in Berkeley, CA. * U.S. work authorization. We cannot sponsor H-1B visas at this time. PREFERRED SKILLS & EXPERIENCE * Experience with CSOs, BAAs, OTAs, SBIR/STTR programs, DARPA solicitations, USACE programs, or other nontraditional federal acquisition pathways. * Working knowledge of FAR/DFARS requirements, federal contracting processes, and proposal compliance. * Experience in defense, civil works, infrastructure, robotics, aerospace, climate resilience, geotechnical engineering, construction technology, or complex hardware. * Experience securing government contracts, grants, demonstrations, or research partnerships for an early-stage technology company. * Familiarity with firm-fixed-price contracts, cost proposals, ROM pricing, subcontractor coordination, and government statement-of-work development. * Existing relationships across DoD, USACE, DARPA, DOE, FEMA, national laboratories, or other relevant federal agencies. * Experience building a proposal or government business-development function from scratch. Ideal Archetype * A technically fluent proposal leader who can spend the morning interrogating engineers, the afternoon writing a three-page solution brief, and the evening rebuilding the argument because the first version was not sharp enough. * Someone who understands that winning government work requires more than good writing. It requires choosing the right opportunity, defining the right program, anticipating evaluator concerns, and making the submission impossible to misunderstand. * Has been trusted with high-stakes government submissions where missing a requirement, misunderstanding the customer, or delivering late was not an option. * Can take scattered technical information, field results, diagrams, budgets, and founder ideas and turn them into one coherent case for action. * Has enough technical depth to challenge engineers, enough commercial judgment to shape a fundable program, and enough operational force to get the submission across the finish line. * Comes from a serious defense, aerospace, robotics, infrastructure, government contracting, or deep-tech organization. We are optimizing for aptitude, ownership, intensity, and demonstrated wins over title.
YOUR MISSION AT VOI As Senior Proposal Specialist at Voi, you are the pen behind our most important tenders. You turn complex city requirements, technical specifications and policy commitments into clear, persuasive and beautifully crafted proposals that make the case for Voi as Europe's #1 micromobility operator. This is a hands-on writing role. Sitting within the Proposal & Content function of the Tender Enablement team, you spend the majority of your time doing the work: drafting, editing, refining and finalising tender responses to the highest standard. You are not managing a team or setting strategy; you are the specialist who makes our submissions shine, working closely with our Tender Governance team, local markets and subject-matter contributors to get the content right. You will: * Write and edit persuasive, high-quality responses to RFIs, RFPs, ITTs, demos and presentations, tailored to each city's priorities, evaluation criteria and local context. * Develop the content structure for each tender: deciding how to present our narrative for different markets, languages and requirements, based on the win themes agreed with the team. * Work closely with local teams and partners to produce fit-for-purpose drafts that reflect local nuance, including writing or adapting content in non-English markets. * Apply Voi's tone of voice and writing standards consistently throughout every submission, clear, confident and human. * Review, proofread and refine contributions from subject-matter experts across Markets, Policy, Finance, R&D, Legal and Commercial, translating technical input into crisp, compelling language. * Finalise and quality-check all documentation for each tender stage, ensuring accuracy, consistency and compliance with submission requirements. * Contribute to and maintain our tender content library: keeping our bank of reusable answers, evidence and narratives up to date and improving with every submission. * Collaborate with our tender designer to ensure content and visuals work together to tell a strong, consistent Voi story. * Apply learnings from tender feedback and scoring outcomes to improve the quality and persuasiveness of future responses. WHAT YOU NEED TO EMBARK You are a skilled writer who thrives on making complex things simple, and on finding the right words to make a city say yes. You love the craft: the structure of an argument, the rhythm of a sentence, the difference between good and excellent. You are curious, detail-oriented and comfortable working independently, producing polished, high-quality content across multiple live submissions at once. This role does not involve managing people or owning commercial strategy. You are a specialist who is exceptional at what you do, and what you do is write. Experience & knowledge: * Minimum 2-4 years in bid or tender writing, proposal development or content production, ideally in a public sector or B2G context. * Excellent written English and German; additional Norwegian, Dutch or French writing capability is a strong asset given our key markets. * Familiarity with tender content libraries or knowledge management tools. * Exposure to public procurement processes, evaluation criteria and compliance requirements. * Micromobility or urban mobility background a merit. Key competencies: * Written communication: writes clearly and persuasively, adapts style and tone for different markets and audiences. * Content planning: structures responses logically and knows how to sequence arguments for maximum impact. * Attention to detail: produces consistently accurate, polished work and catches errors before they reach the evaluator. * Collaboration: draws out the right information from subject-matter experts and turns varied inputs into coherent submissions. * Growth mindset: actively learns from feedback, scoring outcomes and competitor analysis to improve every future response. Don't meet every requirement? If you are excited about this role and our mission, and bring strong writing skills and relevant experience, we encourage you to apply, even if you don't check every box. WHY VOI? Working at Voi is more than just a job; our People Promise includes a personal voyage where you will grow as a professional and be part of a team building something meaningful for cities and society. In addition, you'll have the opportunity to: * Join Europe's #1 micromobility operator and one of the fastest-growing scale-ups. * Get "skin in the game" through our employee options programme. * Enjoy unlimited free Voi rides and a dog-friendly office. * Work with inspiring, motivated and fun colleagues towards a common goal. * Be part of the micromobility revolution, helping create sustainable cities free from noise and pollution.

But here's why joining us is a game-changer: * You will work on real vehicle challenges with a clear impact on future products and influence which AI concepts move forward and why * Collaborate across domains with experienced engineers & specialists and operate in an environment that values fast learning, clear thinking, and evidence-based decision-making * Play a key role in shaping how AI is applied in practice, not just in theory * You'll be a part of a team that focuses on high-value problems, turns ideas into evidence and actionable decisions, and help shape the future application of AI in mobility * Flexibility & Balance: We understand that life happens, which is why we offer flexibility and work-life balance to ensure you can thrive both personally and professionally. * Perks & Benefits: From competitive salaries to benefits like 30 vacation days, 9 additional ATK days and an annual STI program to reward your performance, we've got you covered. Do you want to join us on our journey? Welcome, to contact us for more information: Sofie Martinsson, Recruiter, sofie.martinsson@zeekrtech.eu for questions regarding the recruitment process. Last Application date: 2026-08-09 During the Swedish summer vacation period we won't be able to answer any questions about the process or the position. We’ve scaled to $100M+ in ARR, with teams across Europe, North America and APAC, and continue to expand through acquisitions including Qura, Walter AI and Graceview. We partner with world-class performers: including Aaron Judge and the New York Yankees, Ludvig Åberg (and his caddie), and campaigns featuring Jude Law. Joining Legora means three things. * We lean in: ownership over titles, outcomes over intentions. * We fight for excellence: high standards, direct, ego-free feedback. * We grow together: as a team and with our customers. Mission before ego. Everyone contributes. No one coasts. If you’re driven by impact, pace, and raising the bar. This is the place. THE ROLE The IT and AI Enablement function exists to make Legora itself run as well as the product we sell: secure, automated, and compounding over time. The Workplace Technology Lead owns everything technical a person touches when they walk into the office — onboarding, hardware, AV, cabling, and physical-security infrastructure — with Workplace Technology Staff supporting as the site scales, and works alongside the EAs, Workspace, Office Managers, and Brand/Events teams. One Lead per major site (Stockholm, London, New York, Sydney, Denver); they share playbooks and cover for one another. This role owns Denver. What You'll Be Doing * Own Denver's workplace technology end to end — the day-to-day experience for staff and guests. Lead the Workplace Technology Staff where the site has them; do the work yourself and build the team where it doesn't. * Run the technology side of new-hire onboarding on the ground: devices staged, accounts and access provisioned, day-one setup, and the in-person welcome to Legora's tools — Workplace handles the desk and space. * Own the AV and conferencing estate — meeting rooms, all-hands, and event AV. * Inside Workplace’s office buildouts, program-manage the physical systems — cameras, badge / access-control, and structured cabling: oversee installers, hold vendors to Legora’s standards and acceptance tests, and make sure each is installed correctly, comes up on the network, and stays available. Workplace owns the buildout; you own that the tech works; Security owns access policy and monitoring. * Manage the local hardware lifecycle — provisioning, stock, repairs, returns — and be the site’s top escalation point above first-line support. * Resolve local requests through Legora’s shared service desk, working to common SLAs with automated routing. * Oversee the site’s technology spend — AV, hardware, and IT / AV vendors — forecasting with Finance and feeding the overall site budget that Workplace owns. Who You Are * 6+ years across IT / workplace technology, AV, or facilities-adjacent technical operations, including running on-site buildouts end to end — you're comfortable owning a site. * Ready to incubate a site — happy to start as the sole technologist and build the team as the office grows. * A program manager at heart — you can scope a fit-out, keep installers, vendors, and timelines on track, and own a budget and forecast spend without drama. * Hands-on and present — this is a five-days-on-site role (you can't stage a new hire's desk or recover a dropped meeting room remotely), and you like being the person on the floor who makes the space work. * A calm partner and — where there’s a team — a steady manager who develops people; you're the point of contact when an event or VIP visit depends on the tech. * Standards-minded and ambitious — you want your site to set the bar the others copy, and you keep the next buildout cleaner than the last. Nice To Have * AV and conferencing at scale — room design, signal flow, and acceptance testing (Neat, Zoom Rooms). * Technical program management of physical installs — structured / low-voltage cabling and commissioning of building systems. * Physical-security infrastructure — badge / access-control and camera / CCTV (e.g. Verkada): keeping it installed, networked, and available, and coordinating installers. * Office network fundamentals — Meraki and the local network spine, working with the IT Systems team. * Endpoint and onboarding logistics — macOS provisioning, Jamf / Apple Business Manager, and staging hardware for new hires. * Comfortable running support through an ITSM / service-desk platform and adopting AI-assisted, agentic automation — we run an AI-native ITSM (Serval), and exposure to tools like ServiceNow, Jira Service Management, or Freshservice transfers well. * Experience with Neat, Zoom, Meraki, Verkada, Jamf, Apple Business Manager, and 1Password. *Please note that due to summer holidays, our response times may be a little longer than usual. We'll be reviewing applications from late July/early August. Thank you for your patience!
