Bygglov och miljö På avdelning bygglov och miljö ansvarar vi tillsammans för regionens bygglovsärenden och arbetar tillsammans för miljön på Gotland.  Vi har nyligen genomfört en organisationsförändring för att utveckla och stärka vår verksamhet. Avdelning bygglov och miljö har etablerats och verksamheten har gått från att vara en egen avdelning till att nu vara ihopslagen med Region Gotlands miljö och livsmedelstillsyn. Dina arbetsuppgifter Som enhetschef på avdelningen bygglov och miljö har du det övergripande ansvaret för att leda, driva och utveckla enhetens dagliga och operativa arbete, samt uppföljning avseende verksamhetens måluppfyllelse, produktivitet, och kvalitet. Du har ett verksamhetsnära och tillitsbaserat ledarskap och arbetsmiljöansvar för cirka 15 medarbetare, som inkluderar arbetsplatsträffar, medarbetarsamtal, lönesamtal, och individuella kompetensutvecklingsplaner. Du ansvarar även för rekrytering och bemanning av nya medarbetare, samt för planeringen av deras introduktion.   Tjänsten innebär budgetansvar, där ekonomisk planering och uppföljning ingår, samt ett ansvar för enhetens inre processer (rutiner, processer, uppföljning, stödja metodutveckling). Du förväntas vägleda och fungera som stöd i ärendehandläggning. I din roll som enhetschef skapar, upprätthåller, och vidareutvecklar du samverkan och dialog med interna och externa aktörer och nätverk, exempelvis med näringslivet. Du kommer även delta i avdelningens ledningsgrupp och bidra till avdelningens, förvaltningens och Region Gotlands utveckling som helhet. Du förväntas i det dagliga arbetet samarbeta, leda och skapa engagemang tillsammans med dina enhetschefskollegor och avdelningschefen, i genomförandet av ovanstående. Vem är du? Vi söker dig som har en relevant akademisk utbildning i ämnesområdena, och/eller annan relevant utbildning och erfarenhet som vi kan bedöma som likvärdig. Du har chefserfarenhet samt kunskap och erfarenhet av att arbeta med plan- och bygglagen (PBL) samt övrig kommunal lagstiftning inom området. B-körkort är ett krav för tjänsten. Det är meriterande om du har erfarenhet av att arbeta med gestaltad livsmiljö och arkitektur i en ledande befattning. Vi ser gärna att du har erfarenhet från offentlig sektor samt från näringslivet eller den privata sektorn inom liknande frågor. Det är även meriterande om du har erfarenhet av myndighetsutövning. Minimum Qualifications We are looking for candidates who meet the following criteria: - A Master of Laws (LL.M. or equivalent) with strong academic credentials. - Minimum 5 years of relevant legal experience at a leading law firm, within M&A, corporate finance, banking and finance, or capital markets. Relevant in-house experience is also a merit. - Demonstrated ability to independently manage transactional workstreams, from term sheet to complete documentation through drafting, negotiation, and execution. - Strong analytical and drafting skills, with a commercial mindset. - Effective communication and stakeholder management skills across both legal and finance functions. - A collaborative team player, comfortable working and learning across two related but distinct financing disciplines. Demonstrated ability to manage and organize high-volume transactional document sets, maintain accurate tracking of open items and workstream status, and coordinate effectively across multiple external advisers simultaneously, particularly under deadline-driven transaction timelines. - Fluency in English (written and spoken); additional languages are a plus.
