Arbetsbeskrivning Vid inköps- och upphandlingssektionen ansvarar vi för att leda, utveckla och samordna myndighetens arbete inom upphandling, inköp och avtalsförvaltning. Sektionen har ett centralt uppdrag att säkerställa att myndighetens upphandlingar genomförs på ett affärsmässigt, rättssäkert och ändamålsenligt sätt samt att skapa goda förutsättningar för verksamhetens inköp. Vi arbetar även med utbildning, rådgivning, avtalsförvaltning samt förvaltning av myndighetens avtalsdatabas och e-handelssystem. Sektionen består idag av tretton medarbetare och vi söker nu upphandlare som vill vara med och utveckla vårt arbetssätt och våra processer. Till upphandlingsenheten vid huvudkontoret söker vi nu upphandlare, som vill få chansen att göra skillnad på riktigt! I rollen som upphandlare arbetar du självständigt och i nära samarbete med företrädare för verksamheten med planering och genomförande av upphandlingar enligt LOU. SiS upphandlar ett brett spektrum av varor och tjänster, vilket gör att ingen upphandling är den andra lik. I de upphandlingsprojekt du ansvarar för kommer du att ha en sammanhållande och drivande funktion, och du kommer att delta i alla moment i upphandlingens genomförande, från behovs- och marknadsanalys till det färdiga avtalet. I rollen som upphandlare ansvarar du bland annat för: Projektledning vid planering och genomförande av upphandlingar. Hantera upphandlingsfrågor och ge viss upphandlings- och avtalsrättslig rådgivning. Ansvara för hantering av utlämnande av allmän handling. Genomförande av interna utbildningar. Administration kopplad till upphandlingsärenden. Du deltar i det löpande utvecklingsarbetet av sektionens arbetssätt så att SiS köper varor och tjänster på ett korrekt, affärsmässigt och effektivt sätt. Kvalifikationer Krav: Akademisk examen inom ekonomi, juridik eller relaterat område alternativt en yrkesutbildning i kombination med arbetslivserfarenhet som arbetsgivaren bedömer relevant. Goda kunskaper om lagen om offentlig upphandling (LOU). Erfarenhet av att självständigt ta fram skriftliga underlag. Mycket god kunskap att uttrycka dig på svenska, såväl i tal som i skrift. Meriterande: Erfarenhet av upphandlingsarbete, där du självständigt har lett och genomfört upphandlingar. Erfarenhet av att utarbeta avtalsvillkor. Högskolepoäng inom upphandling eller inköp. Kunskap om och erfarenhet av ABK09, AB04, ABT06 och AMA. För att trivas i rollen behöver du vara strukturerad, noggrann och ansvarstagande – men också flexibel när förutsättningar förändras. YOUR MISSION AT VOI As Senior Proposal Specialist at Voi, you are the pen behind our most important tenders.
